# What a citation guarantees

> How Urbee cites the code, what it checks before showing you a citation, and how to review one yourself.

Every code fact in a Study result points to the municipal code it comes
from. This page explains what a citation in Urbee is, what's checked, and
how your team records its own review.

## What a citation contains

Click any green citation pill in a result to open it in the side panel. You
see:

* the **section** and the source it comes from;
* the **verbatim quote** from the code: the exact text, not a paraphrase;
* **Open at publisher ↗**, which opens the section on the publisher's own
  site (Municode, eCode360, or the town's published document);
* **View source document** for codes published as a PDF, which opens Urbee's
  saved copy of the PDF with the cited text highlighted. If the exact quote
  can't be located on a page (common for tables), the viewer says so and
  shows the cited section instead. It never highlights a near-match.

## What Urbee checks

* **Every citation has a verbatim quote and a link** to a recognized
  publisher. Urbee only cites from an approved list of official publishers.
* **A result doesn't show a citation it can't verify.** When a Study run is
  assembled, every cited value must match a citation from an approved
  publisher. If one doesn't, the run fails instead of showing you an
  unverified source.
* **Gaps are shown as gaps.** A value Urbee couldn't find in the code shows
  as **Not found**, with the sources searched. A section reference Urbee
  recognizes but hasn't verified in this run shows as a grey, dashed chip
  with no link.
* **The Advisor holds itself to the same rule.** If its draft answer cites a
  source it can't verify, it refuses rather than guessing.

  A citation tells you where Urbee's statement comes from. Deliverables say
  so plainly: they are not a legal opinion, and the reading of a provision
  remains a professional judgment. Confirm with the reviewing authority
  where it matters.

## Review a citation

Your team can record its own professional review of any citation. Open the
citation in the side panel; below the quote are two buttons:

* **Reviewed — accepted**: you've checked it and it's right.
* **Report a problem**: choose a reason, add details if you like, and click
  **Send report**.

Reasons you can choose:

* Quote doesn't match the source
* Wrong section for this fact
* Section has been amended
* Link is broken or wrong page
* Quote is right, the reading is wrong
* Something else

If you opened the publisher page or source document before accepting, the
citation records **You opened the publisher page before accepting**.

Reviews are never edited or deleted. If you change your mind, record a new
verdict, and the latest one counts.

### Who sees your reviews

* **Your firm only**: accept and report counts ("2 of 3 reviewers
  accepted"), your own verdicts, and the **Flagged** badge.
* **All Urbee customers**: only whether a problem with that publisher page
  is **Under review** or has been **Reviewed**. Never counts, your reasons,
  or your firm's name.
* **Urbee's team** sees your reason and details when reviewing a report.

### What happens after you report a problem

Reports about the source itself (quote mismatch, wrong section, amended
section, broken link) go to Urbee's team for review. When the review is
done, everyone who reported it gets a notification: **Your flag on § … was
reviewed**, with the outcome:

| citation confirmed correct | The citation was right |
| merged with an existing report | Someone had already reported it |
| the publisher changed the source after we ingested it | The town's code changed |
| the reported problem could not be reproduced | Urbee couldn't find the problem |

Reports that the **reading** is wrong, or **Something else**, are recorded
and counted for your firm, but they don't go through that review.

### Your firm's review record

**Settings → Trust** shows your firm's review history: how many verdicts were
accepted, how many reported, how many were accepted after opening the
source, and a breakdown by person. Rates appear once there are enough verdicts
to report one.
